Not able to attach signatures in MS Outlook

One of the user complained about not being able to use signatures in outlook.
When a new email is opened, signatures are not attached to it. I took following steps to resolve the problem,
1) The easiest step taken was to create a new signature and set them up in Outlook. Still it didn't work.
2) Closed Outlook. Went to C:\documents and settings\username.surname\application data\microsoft\signatures and deleted all files within the folder.
3) Opened MS Outlook. Created new signature and set it to use when writing a new message and replying.
Worked out this time...
